Well not just Akatsuki, I mean people branching away and making their own divisions, like Hebi. We need a certain limit on that too.

I don't want to say oh no you can't be evil because so and so is evil, that just limits people, but I would like Kages to really use the bingo book to try and give people an incentive to hunt down and kill traitors
