Oh yeah, it's been talked about a few times so I included it on the Elements page of the rulebook: Alternate Options For Elemental Path Ninja Learning All The Elements You can start with 1 at genin. You can learn one at genin. You can learn one at chunin. (In place of an advanced element) You can learn the rest at jonin. (In place of a Kekkei totā)

The title of that quote was "Alternate Options For Elemental Path Ninja".
That's only for Elemental Path ninja.
Kakashi could use techniques that where from any element because he copied them with his Sharingan.
