Ok lol,
Should special Jounin become a rank so it can allocate B-Rank jutsu but the rank can be skipped?

Azn Shadow Specz Ok lol, Should special Jounin become a rank so it can allocate B-Rank jutsu but the rank can be skipped? I do not believe so. Special Jounin should simply be the same rank.

Same rank? as a regular jounin?
In the canon a special jounin is pretty much in between Chuunin and Jounin because they specialize in a certain field (IE Medical ninja is a specialization)
EDIT: Interrogator is also a specialization (In the case of Ibiki and Ino's father)
Just like our military. Warrant Officers are inbetween the ranking system because they specialize in something.

Honestly, to me as we have it now is fine, but if you have further objections, or if anyone else has any objection I'm all eyes. Current Jutsu Rank E - AS D - Gennin C - Chuunin B - Jounin A - Sannin S - Kage SS - Forbidden

So this doesn't get ignored As far a skill level goes IMO they are basically the same, like you just said ere basically, they just have different privileges.
