MistahSixxPathsGod Would it be tottally taboo to use chidori, adn tehn use the proces of creating a rasengan to make it a supah dupah epic jutsu???? as with any attempt to add the change in chakra nature to the rasengan, it would simply take far too long for anyone to reasonably learn how to do that. I mean it took naruto roughly 3 months to make the rasen-shuriken, and that was with thousands of kage bunshin. The average shinobi would be hard pressed to make more than 5 at a time, so it would literally take years for your character to accomplish that task, even if they were using kage bunshin. To combine rasengan and chidori would be next to impossible as chidori is considered the purest change in chakra nature, while the rasengan is considered the purest change in chakra form.

...but yeah. Needless to say, those jutsu are incredibly specialized and it would take a genius with JUST the right amount of ability to even perform it (note how Kakashi can form it, but not really use it). So the idea that jsut ANYONE can utilize the Rasengan (and to a lesser degree, Chidori) is relatively ridiculous. I feel like Chidori could be taught to mostly anyone with enough time... so long as their element corresponded.

I find it annoying that the jutsu is available, simply because I know full well anyone of sufficient level is going to attempt to learn it, and most auto ranks will probably auto learn it. If it really needed to remain, it should be limited as a clan jutsu, but we don't have the clan it would go with. Another thing would be to let maybe one person learn it, and anyone else would have to learn it from them. I just find it annoying that most of our high rank universal jutsu are rasengan variations. There's no creativity there.

Indeed, I finally broke down and had Nagisa learn it, but i really dont plan to use it unless absolutely necessary. I promise, when the custom jutsus are reopened, I will create more interesting universal jutsus, and cure world hunger!!! *applause*

I suppose I should ask this so I don't make a fool of myself later on.
If I were to take Elemental Control: Universal (referring, obviously to the Universal or 'neutral' jutsu) would the benefits of +1 in all circumstances affect the Universal ninjutsu and genjutsu AND taijutsu or just nin and gen.
Secondly, would an environment exist that would give the +2 to Universal, and if so, what would it be?

Excellent question auggy.
Well first off, elemetal control can only affect nin or genjutsu, not both.
The instance where universal gets +2 rank bonus is when that person is near an ally who is A) possessed of high chakra, B) A Konaga, or C) a Pure Chakra Manipulation user. However, if you are one of these three things, the effect does not hold, for fairness reasons.
