You can be in a clan, and be anywhere you want =)
Also, if the weapon does anything special, you will need to treat it as a custom weapon, and approve it in the customs thread...if not just go for it =)

Koga: yes until you get approved for a bloodline/clan your chakra level is low, and as for your background info, well there are no restrictions as to what village you can be in based on your bloodline/clan, so if you can make it make sense your character can certainly be a cloud shinobi and a roronoa at the same time
orchid: what village r u in?
Kutsune: yes iwa is probably best as we need more people there

Ryūjin alone would stomp your hydras after all he is the dragon god ^^ , RyūKaze with his 12 foot katana that makes you blind >.> would be to much for your hydras anyways
