I thought genin could learn up to three C-rank jutsus?
Also, if people want to make lower ranked jutsus, they're perfectly free to. That's what the custom jutsu thread is for.

The kage bunshin can use one jutsu as long as the user knows it. I am wondering if the bunshin can still be used afterwards? I would think they could unless they used all their chakra. whats the official word? also it seems really expensive unless you are low on chakra. That is the opposite of what it seems like in the naruto verse, since the more chakra you have the more it costs. I know the whole "This is only based of Naruto and some things may be different" thing, and I guess you could use that as an answer, but in the naruto verse the remaining chakra returns to the user. I know if we let all the chakra return then it could just be used as a 0-cost bunshin, but maybe a small portion at least?

I believe the system is that you pay the cost for the jutsu, after which your remaining chakra is split off between you and your clone. Once you dismiss the clone, you regain what chakra it has left. Not the cost of creating it.
And as I've told others, the kage bunshin is not as cheap as portrayed in the anime. The original manga has none of the scenes where random jounin create thousands of clones to chase after Naruto as far as I know. The only spot I'm not sure on is Ebisu chasing him, because I haven't read the manga for that part. The rest all happened in filler episodes, and I expect that was filler also. The only reason Naruto was able to create so many and still have them work, and be standing, is because he had insanely high chakra reserves. Any canon scene where others use the technique, it's used cautiously, with very low numbers, for the express reason that it is extremely draining on the user. The chakra returning is how the memories return though, so you do get back the bunshin's store. Just not the creation price.
I hope that rant was understandable.

that system makes much more sense. and no i wasnt expecting it to be cheap, but half your chakra for one clone that can only do one jutsu is a bit much. Kakashi did it in the end of the first arc with watersword guy(i forget his name) but even so i wasnt expecting to make 1000 clones either.

Even in the anime though, he only made five, and stated that that was his limit. That was most likely simply because he was worn out, but his true limit would definitely not be even half of Naruto's.
I really do need to go re-read the entire manga, so that I can more accurately reference stuff. I actually watched the anime up to shippuden, then went fully manga from there, without really reading the earlier mangas. Though I have read a ways in at times, and always find it highly amusing when Kakashi uses the genjutsu on Sakura.
