average ratio of vamp to human is 10 to 1. ghouls vary as usually powerful vampires will ahve many, and weakr have one or two if they are lucky. often times though usually you can guess at least 1 member of every major utility/goverment agency/local law enforcement in a high position is a ghoul. other are ghouled...and abandoned..as see fit. so ghoul ratio fluxuates alot.

several things. daylight guardians. survelliance. access to things in the governments, connections to technology that has gone to far to fast beyond an elders ability to cope. some just want pets, some ghoul first as a way to condition them for a vampiric life, train them for vampirehood if you will. Some use them as a weapon. for example, ghouling the commisioner for zoning, and having a rivals haven bulldozed to put in an apartment complex over top of them is a handy way to get rid of a rival while they sleep. all teh things that have to be done during the day, that's what ghouls are for. things like that.

I meant how many everyday people per vampire,
Not ghoul to vampire within the vampiric society.

10 humans to every 1 vampire. in a city of 300,000 you might see max 30,000 vampires.
