They're incomplete jutsu, as has been stated in the manga and the anime. You can even see the characters in the anime learning how to perform their jutsu without seals. Kawarimi has seals, but they don't use them. Kage Bunshin has seals, as does henge. Katon: Grand fireball release has a decent chain of seals, but it gets shorter as Sasuke (I'm only naming him because he seems to use it most) continues throughout the series. however one must understand the jutsu both in theory and practice in order to reduce the seal count and still focus their chakra correctly. Even the most hopeless genin still understands kawarimi no jutsu sufficiently to perform it without seals, and almost every jutsu that has been used more than once has been shortened as time passed. It's not that hard with simple jutsu. With more complex jutsu, however, it gets more difficult.

so....the jiest of what your saying is that after enough time of useing it a person can do it with out seals. ( summed up a paragraph in one sentence^.^) heart

i think it has nothing to do with skills. i think its just like in power rangers and things like that. they take a half hour to do things the first time then it gradually stops and they change quick. its to save time and put more s**t into the episode. the only have 20 minutes after all.

You pretty much summed it up Cy in a very simplified way, lol.
Well, I would think that skill and experience would play a big role in it. If you understand how to form the chakra and use it for that particular jutsu then you wouldn't need to perform all of the hand seals. Certain things might be needed, like the Katon jutsus where you breathe through a seal (if that is indeed what happens, lol).

yeah. I'm just saying that doing the seals with both hands or doing them at all is not completely necessary all the time. (There. Kept it short and sweet this time.)

Yeah, it was. I think the heavy amounts of fire bending made the combat a bit too mundane.
