Now that EK is out of the picture, Stellar's Admiral Borill Elsyn will be looking for people to hunt down. And in four years of exemplary preformance he will have been promoted to a much larger command.

Although by this time, my new trooper breed would have been completed, and I'd probably deploy a division or two, so I'd also be there hunting.
Plus to counter any jedi, there would be sith on the ground just to make sure the armies aren't defeated by simple quality vs. quantity.
And Stellar wouldn't really control the ground forces. He's an admmiral.

A division is nothing compared to the true numbers. Its not a Brigade, or even a legion. Just a division.

Its even stated by the Legacy creators that the Sith dont necessarily outnumber the Jedi, its just that they're far better organized.

Thats just understood. Due to the Nature of the Sith, they will always have fewer numbers than the Jedi. They will cull out their weak, while the Jedi will coddle theirs.
