Melvin was getting frustrated by how accepting everyone was by the order that their "Leader" was giving them. When one hunter spoke up, he gestured to her. "Thank you! Just because you are a leader doesn't make you King to decide whose head to chop off. We had a council who decided these things. A GROUP of people and since they are gone, he's not the only guy in charge to just decide who dies. Don't you get that the same decree can be done for any of us at any time if we're deemed traitors by his decision alone? The rest of you are just giving him power by listening to this. How do we even know what was written on that mission statement when he's the only one reading it?!"

"Yanno, the more we sit here an' jus' talk the less stuff is happenin'." Ofelia sighed, rubbing the back of her neck. Her words were getting slower, more annoyed, and the cackles in her head just kept rolling, rolling. A yawn actually escaped her mouth after a moment while she watched Rep deal with his bloody noise, it was a wonderful thing of beauty, and she listened to Melvin too. "Seriously if we dun like how this is goin', how come we jus' don' team up an' take down the big bad? Sure he smacked down one guy, but all'a us? Probably not, though a few'a us wouldn' make it."
Or, another option. "Or we stop sittin' here an' leave? Ah mean...uh..if we're the only ones hearin' this who is gonna enforce the order?"
Nevada heard the reasoning from the other hunters and raised her chin.
"See Lex, Caelius is not your leader, thus not the one to decided your punishment. How about instead of being a man child. You sit down and calm yourself. Stupidity only equals death. I know your not stupid." She stared at the taller hunter. "Sit down before I make you sit down."
---
Dakota watched the other hunters carefully. The amount of ones that reasoned against Caelius were well...most of them...if not all of them.
A hope rose at the mention of bringing all the leaders in instead and he prayed to whatever god or devil that was listening. Hopefully Edith wouldn't see him killed.

"I may not be your division leader," Caelius repeated, calmly, folding his hands in a sort of still fashion, despite the anarchy, "Yet my division is in charge in profiling Hunters, their progress, and ultimately disposal of defective Hunters and trainees. If you are looking for someone to save you from a situation you created, then you have already failed yourself and your friends who would so nobly sacrifice themselves for you."
A blank sheet of paper was pulled out. "Ofelia will be taking Wilson's punishment, Clerise Dakota's, Jude Deryk's, Gale Eva's, Jeremy Ariane's and Nevada's Lex's. You will be given twenty-four hours from this point to re-write your mission report. Due to being able to follow goddamn instructions your consequences will be waived until after the mission reports."
There was a poignant pause. "Why do you think none of the other leads are present at this very moment. Because they do not know, because they are as ******** ignorant as you? The reason is because they are well aware of the consequences. It still amazes me to see how little of you know how exactly this Island is run. If you cannot grasp what it means to be a Hunter, then you have no right to spew utter bullshit that makes no ******** goddamn sense at the cost of everyone else's time and patience. I am disappointed in you, especially Marcus, on probation as a full Hunter, who still cannot grasp how the system runs here. Fortunately your ignorance is merely stupidity, and that is fine, after all, you are not in my division."
The names were documented, which took almost no time at all. "Now, the rest of you are dismissed to leave as you please. Ryan, Katherine, you will stay behind."

So as punishment for not following orders and for their reports, Caelius would execute them if a friend or an ally didn't volunteer to step in in their place...and then this friend's head would be up on the chopping block unless they rewrote a "proper" report.
As much as Eva would have liked to not obediently go along with Caelius' plans, there was certainly no way that she would dare to disobey now--not if Gale's life was on the line. Her hatred for the division head ran deep, but not deep enough to sacrifice someone else just for her own childish spitefulness. When she spoke, her voice was soft. "And I promised you that I wouldn't let you die either. I intend on keeping that promise." A pause. "Sorry about this thought, Gale. This whole thing is just...do you think Ryan and Kat...?" She pressed her lips into a thin line and trailed off.

Kat froze when her's and Ryan's names were called out, not moving from her seat. Maybe their execution wasn't to be a public one?

And so Cass sat on the floor with Robert's head in her lap because why not? The worst that could happen would be he would kill her when he woke up.
And she'd already been meaning to give him a free shot at that anyways (when she wasn't panicking over dead-fiancees), so the timing wouldn't really matter. That did mean she'd be sitting in the awkward room for longer than she'd like and Caelius was mad and.....
"Crap..." Maybe she'd just..try to figure out how to carry a wall of muscle that could crush her to death out of the room. Not a well thought out plan at all. Especially given the looks and screaming going about and - rewritten mission reports? She wasn't sure what actual punishments were happening anymore.
Who was dying?
Were people actually dying?
Was Caelius actually a troll in a Caelius-shaped golem?

"Melvin, nobody's gonna die," Harrison said quietly. He'd been sitting in stony silence through the banter and quips, worried.
He couldn't speak for the other divisions. But the Moons- protecting WAS following orders. That was their job.
In Rep's promotion mission, Harrison had done the same thing. He left the path. Disobeyed direct orders. But he hadn't done it until every member of their team had stepped off, until he'd be doing worse by his job as a Moon by staying on the path and letting them all go off to die.
So he could understand. For the Moons. They were still following orders, just a different set. Their division's set. He didn't expect the Suns or Deaths to get it. It wasn't their job to worry about that. Caelius cut down anybody in his way, and he wasn't wrong. He did what he had to do to get information, so they went into battles informed, so they didn't make stupid mistakes. He was their eyes. Suns were one hand. Moons were another.
But this time, they'd been wrong. And it was treason and they could hang for it.
"As long as they can get their acts together. Listen, dumbass. This is a military, not an election. He's giving them another chance. As long as they got vouchers. And they can pull their heads out of their asses."
Except the guy that attacked Caelius...? A Moon. He was a Moon. And his name hadn't been called. s**t.
Harrison unzipped his pocket and got a strip of gauze from his medkit. He leaned over to Rep's chair. "Here," he said, gently moving Rep's hand to the side and applying it to the small trickle of blood, "I got it."
When Caelius gave them a dismissal, he stood, but dutifully kept the gauze where it was. He looked at Rep questioningly. He wasn't eager to stick around.

Ofelia took a look at Wilson, wondering just how badly this could be. Did they mean an entire month no matter what (which would be a...break? Absolutely no difference for Ofelia) or if they filled their papers out properly would that mean she'd get her weapon back? Either way there was no regret, she was too bored now for regrets, and the teen moved to Wilson's side.
"Looks like it's the two'a us fer the next twenty-four hours."

Caelius' harsh words rolled over her like a descending storm.
Turning to Dakota, Clerise crossed her arms.
"You. Me. Your room. Now." She was tempted to drag him there by his ear. "And then you are explaining everything, so I can write a report he'd approve of."
It took every ounce of strength in her body to contain the storm within, to keep the quaver out of her voice. Twenty four hours.
Nevada to the division leader and took this as a good lesson. Death division was one to fear, and live true to their name.
"Lex." She studied the life hunter and then grabbed his arm. "Come on. We need to talk, you need to explain and we'll write the report together." She tugged on his arm and finally turned to Roland, bending down to ruffle his hair. "Don't worry Roland. We'll be back in no time. We have still things to finish."

Dakota's head flipped up and the visable relief was almost overwhelming. Although Clerise scared him too...
"Yes Ma'am" He pushed out his chair and followed out right behind him. The report would be better written this time. His life depended on it.

Jude meandered over toward where Cass and Robert were after he'd taken the paper and was given the orders of what needed to be done. He pointed down at Robert's prone form, "Permission to move his carcass?" Jude was being oddly cheerful.
Maybe because if things didn't go right he was probably not going to be long for this world.
It was worth the sacrifice.

Ryan remained where he was, his expression unchanged. Not that he could really do anything else. Not with his weapon a tablet and an arm still on the mend. But as expected, neither him nor Kat had been forgotten. Better yet, it seemed as though Caelius wanted to hand out their punishments personally.

Lex gave Caelius a flabbergasted look, before simply resigning to it. Fine, okay. He would write a false report, and everything would be fine.
Except for Kat and Ryan. He winced at the thought of both of them having to face this crazy man. He turned to give both of them a weak smile, and mouthed an apology to Ryan in particular. Sorry he shot you, bro.
And then he was on his way, Nevada nearly towing him along. Apparently midgets could tow away tall men.

Deryk shifted uncomfortably as the meeting was adjourned. Slowly, he got up, ready to approach Jude. Letting out a heavy sigh, he went on to try and help move the unconscious Robert out of the room. He was a big guy. Jude alone probably couldn't make him budge.
Hell. Even with his help, he probably wouldn't do much.
