Actual power, speed, technique, and all that are defined by how you roleplay with your character, his rank, and his attributes.
For example, if you're a genin with strength increasing attributes, you'll likely be as fast, if not faster than a basic chuunin. However, if the chuunin has strength attributes, he'll be stronger, most likely.
There are also a few keywords I've used in the classes you may have noticed-
"Slightly", "moderately", "greatly", and "incredibly."
Those terms more a less justify how much of an increase in said ability you'll get.
So... like... if a genin had incredibly increased strength (which he never would), he'd might be almost as strong a konin.

I'm a little confused with the AC system. Would it allow you to advance from Gennin to Chunnin if you had enough or would you still need to go through the Chunnin Exams.

If you have the allotted amount of advancement credit, you would rank up to chuunin, exams not needed.

I've seen a couple of folks run through AC wise. They just bring it up to the Kage of their village, and through merit, are raised.

Question! For the Taijutsu Black Leg style, are they considered complex or simple techniques? It does not really say.

Black Leg hasn't been edited just yet, to the proper format, which is exactly why neither notes whether the technique is complex or simple.

can we make a petition or something about the medical class and number of medical techniques they can learn? After reading through the sheets, i find that they are extremely more limited then the other classes and should get a slight beef, like 6 for dark and 4 for healing, or vis versa. either way, can we grant them a little more?

In the Taijutsu style Sazanami, stage three, in order to learn 'Attack Redirection: Upper Body' I need to know 'Reinforced Elbow Strike' which isn't anywhere in the style. Is this a mistake or do I have to learn it from another style, because that would be really hard when I can only learn one style.
Attack Redirection: Upper Body
Simple :: C Rank
Requirements: Reinforced Elbow Strike learned.
The user sidesteps a straight attack (Punch, lunge, etc.) by the opponent and grabs the outstretched limb before momentum is lost, pivoting to keep the movement going by yanking the limb in the direction that it was sent in. This sets the opponent greatly off balance, and possibly sends them sprawling on to the ground.
