Haiii lethal! Okay..letsee people who are super new + People who have no ability to do they're own/Can color but not edit. -
(In order of who's been hanging around more)
Mewsings of An Angel, Fulkth, iHibari Kyoya , Demite, 0-Ookami Kokoro-0, .a.r.a.s.h.i.
Now, I'm slightly unsure if someone may or may not be doing one for Ful . But I'm pretty darn sure no one is, if you wanna double check you can always pm her.
Ihibari/Demite can color, but lack ability to edit. Though I know hibari already dropped the one she did for herself off. Neither has received one from anyone else.

You can only make 1 for yourself, if you make 1 for yourself, and then a friend makes you one, you get to keep both.
Technically you can get as many cyo's as other people are willing to make for you, there's no rule against it. Though chances are likely that you wont end up with more then 2.
