Shinobi special skills are the bonuses that your bloodline/ninja types grant you, theyre not custom

I took this, *Note Special shinobi skills must be approved BEFORE posting your profile*, from the profile, so I thought there was somewhere I needed to have it approved. Since, you know, I can't apply for ninja types...
Or can I?

You dont even apply for ninja types. Just take two and put it on your profile. But your character has to kind of specialize in that field. No making a character based around taijutsu, and suddenly be able to learn 3 chuunin genjutsu techniques.

So, say I choose the Tactician type, a special skill would be, well, tactical prowess. That would mean the basic [-4 learning jutsu, -1 your rank and below, yadda]?

Yes pretty much, but with the tactical type it would be something like this:
Shinobi Skills
1. Easier to learn jutsus (-4 learning jutsu, -1 rank)
2. Ability to counter and act faster than normal shinobis
Mint: Misa doesn't have two rpcs...does she? evil
