Something like a tower in the sea, reaching down to the bottom and thrusting heavenward. Somehow, I just find that image more compelling than "great hulking raft-boat thing". Something tall and majestic, that's what I would want. A large diamond shape, for example, with enclosed docks on the outer rim, would be very stable. Some form of large paddles or screws could serve for motion. It doesn't sound like a very nice place to live in; wouldn't a tower be quite cramped? Not very airy, no open spaces? Living in a tower block rather than suburbs? I'm not entirely sure what to think of this vast tower idea - seems very impressive, but something bugs me about it. I would imagine it being the fact that a majority of the space would be indoors instead of out. Yeah, tower-blockish. I'd go stir crazy in there. I'd accept a stationary raft city before that, even if it's oil rig style.
