OMG I just got a Punky slot!
Seriously, I am so massively excited. Truth be told, she was one of the people who inspired me to get into art whoring. I started out on Gaia in the Comics Discussion forums, and Punky was really well loved around there. A couple of the other regulars were big art whores, too, like Celaeno. I seem to remember Gia collecting it, too... But between Punky and Cel I was introduced to the idea of commissioning artists, and so I became an aspiring art whore.
So this is huge for me. Ohmigod. I'm so excited.

QUESTION! Am I allowed to do anything if someone is using a commissioned piece of mine (and altering it into a different character) but the artist is kind of letting them? @_@

How odd! I would think the artist would have more respect for you having commissioned that piece.
Was it a gaian funds commission, or real money? If it was real money I'd ask them about that . . .
The artist, I mean, not the.. person.
I'm also curious to see the altered picture >_>;

It was a sketch commission, real money. So by "altered" I really mean "they colored it to be a different character."
I've sent a note to both the artist and the person who colored the piece but neither have read it yet. I did make a comment on the altered piece itself and it was then hidden (despite it's virtues, I hate that feature).

hm~...to be homest, I don't think it's something wrong >.>..you got the sketch you commissioned, and if someone wants to color it for fun, and the artist has nothing against it..?

It's not coloring it for fun though (they did it without asking permission, even from the artist). She colored it at the request of someone else (who now "owes [her]" according to the description on the picture) to use as her character on an RP site. I don't know about anyone else, but I like commissions that I spend my money on to be solely for me (and the artist, of course) and for them to remain pictures of my characters unless the person has the permission of the artist AND myself.
While it's only a $10 sketch commission, it is still -my- $10 sketch commission of Mek. Not this person's character. And when confronted by me, not in a harsh way I don't think, they didn't respond in any way but to hide and ignore my comment.
Edit: I know you don't/didn't know the details of the situation so I'm not yelling at you XD I've been a little frustrated lately so I'm sorry if it seems like I just bit off your head!
