But I personally saw nothing wrong with it, just needs Tommy's approval, I mean unless a Tier 1 overrides the "Undetermined"-ness of the mission.

Oh you can't. I gave my Bibarel Protect/Sub/Waterfall and Return. It's actually kinda good if the first stat that gets boosted is a Defense or Speed. Or Evasion. Or really any stat. I think what's more important is what stat drops.
but I have lost several battles because of a -4 boost or Jellicent/Water Absorb.

Wow. That makes the randomness even more random. Good for giggles, but if I'm making a serious team, I'd probably use a Simple Bibarel.
