Brawl+ is a hack of Brawl to make the gameplay and characters more balanced, plus some mechanical changes, such as NO RANDOM TRIPPING.
I've only read the FAQ and pretty much interviewed Tatsuman about it. It looks promising, but you need the Twilight Hack in order to play. After you download the + part, you can still play regular Brawl, as it doesn't mess with your CD, it's like a side program.
Also: Unlimited Replays (So you can have a 10 minute match recorded, for example)
Also: I'm confident the 1990's were the best time in the history of ever.

I was bolded and put in red letter that WAVE DASHING WILL NEVER BE IN BRAWL+. So that's pretty awesome. It's not trying to be Melee, it's just trying to make the game more balance. The removed tripping isn't so much for the fox-trotting as such as much as it is for those times when you are trying to run and randomly trip.
