I think it's a good thing.
So I have a question:
I Learned that my friend lied to me and I'm upset that she did what she did (which was minor) and then avoided me, and then is acting 'cool' now. What I'm thinking of doing is telling her off and telling her that her actions were a d**k move, but if she wants to still hang she better do something about her actions. I'd like her and I to still be friends, but don't want it to make her actions seem light like I will just forgive her.

Jitter...are you Jamaican? Because you're awesome like Bob Marley, even though I forget his nationality at times...

To answer question, i wouldn't tell her off, instead tell her how you feel about the situation.

Well I was thinking of telling her that I know what she did and I'm not happy about and I question her values on friendship. If she doesn't want to be cool with me, then she should expect me to tell her what cool stuff is happening anymore.

I ignored little lies from a friend for two years. Now, she blatantly lies about anything.
Tell her how even a little lie can affect your trust for her before you hang out again. Otherwise it'll only get worse and harder to tell her how you feel.

Oh I will. My only thing is that I only see her at school and only two times a day.
1. When I'm going from one class to the next.
2. When she's sitting around a bunch of people.
So should I question her in front of the teacher we share (BTW the teacher knows I don't put up with s**t so it may be easier) or should it be done in front of people we share as friends (which we announce to them that they should also think about how they react around people).
I know I'll tell one person at least and that's a friend we share in common, Tana, I asked her about why our friend was acting on, and I feel it would wrong not to keep her informed.

I wouldn't want to make a public display of it. So, I say that you should try to find her inbetween classes, presuming that having a talk won't make you late.

It shouldn't. My class is in the next building. It's a minute and a half walk during a 10 min break.
