Very observant. They aren't supposed to be on. The third buffer was damaged; without all three going at once there can be...distortions.

I noticed that that one buffer was gone, but I honestly didn't know the others were not suppose to be on. I haven't talked to you about them since that one day, sorry Brainy. If we just turn them off he won't go all 90s again, right?

Oh, it's not gone. It's cloaked while it repairs. I don't want anyone tampering with it until it's diagnostic is completed. It's very important that it remain exactly where it is.
As for the other two, I can turn them off, but I can't remove them, and I can't guarantee that whomever thought it would be worth their time to try to ferret their way into my technology won't accidentally turn them on again.

They're not self-aware - apologies to your technopathy - and don't have the capability. They aren't even remotely controlled by my lab. The intricacies of successful time travel cannot be conducted at a distance.
