Man how many Evo Points do I have? I don't even know...can I evolve Rilou into Lucario then give him the Rainbow Pokeblock? And teh Shineah!

Its your responsibility to keep track of that. I'm going to say that you need one more evo point for you to have a Lucario though.

~Sanctus Espiritus... Evo points are basically what allow your Pokemon to evolve around here. When your Pokemon participates in an RP or mission or, I may be wrong about this one, a reffed stadium battle, it earns an evo point. As long as you've owned the Pokemon for at least 5 days and you have the required rank for it's next evolution, collect 5 evo points for it in total and you can evolve it.... Redeem us from our solemn hour~

Here at Aqua we don't use levels, and as such we don't use experience. Pokemon evolution though requires training most of the time. As such, Pokemon that evolve by happiness or level need to accumulate 5 evo points to evolve. A Pokemon gains an evo point by taking part in a reffed battle, a mission that passes, or an RP. Taking part typically mean that it has to battle, but if you do something creative in a mission or an RP, that will count as well. (So flying to a city isn't going to earn you an evo point, but using vine whip to grab onto a ledge, and climbing up the vines might.)
