Born in the land of Wind, Haki is the child of the Raikage Kinpaku Issetsu and is very proud of that fact. His mother often visited him when he was little but he was raised by shinobi loyal to her as her duties kept her from being in his life all the time. He doesn't know who his father is and has no desire to ask his mother. Now that he's old enough, Haki has garnered the courage to ask his mother to let him be a part of the village as a genin. He didn't attend the Academy but the shinobi that helped raise him taught him what he needed to know.

He was brought up to be well-mannered, and taught that he was to provide the Village with security and comfort for his entire life. After graduating from the School, Loki was determined to progress through the rank of Genin and head to Chunin so that he could start doing important work, however he first needed to gain some skills in Ninjutsu and his Bloodline, as well as gain a sensei and squad.
