Do I start out with 5 pokeball's and i looked up my Eevee's moves it should learn sand-attack by now

Nope, see the numbers after the items? they're just like training your pokemon only for items, once you reach like 12/12 or 25/25 for a ball or potion, you gain one and the meter gets set back to 0
|
