He blushes a bit and looks down, because he had been trying not to be obvious about that fact, "I'm not entirely uninterested... I'm sure if you give me a while, I'll get used to not being tied up, and then I'll be ok."

he's not sure what to say... because there's plenty of different ways to do this, and he more or less likes them all... but then he definitely just suggests what's easiest for Billy, "I'm not going to pretend I don't want this or anything... so it's pretty much the same as you having sex with me normally... only I can't really do anything back."
