That sounds like a card already available. The cost is way higher then that, but I believe it already exists like that. (Flash 0 drop creature)

I know I have a Blue monster that can be summoned during my opponent's turn... o wo This is pretty much a replication of that effect.

@Arena: No, I just thought it would be fun to turn Personas into Artifacts, which can be used to enchant and power-up their users... difficult to use easily, but strong. ^^
