I'm pretty sure this is covered either in the rulebook or in a FAQ (rulebook I assume), but I'm 100% sure that you measure from the vehicles hull, just like when you use a fire point etc (but this is measured from all around the chosen vehicle rather than the fire points).
Edit: Found it, though this might be a question for a psychic power, but it still follow the same stuff.
FAQs
Q. Can a model use a psychic power that is not a
Psychic Shooting Attack if it is embarked in a
transport vehicle?
A. Yes. If the power requires line of sight, this is
still worked out from the vehicle’s fire points
(this will count as one model shooting through
that fire point if the power is used in the
Shooting phase).
If the psychic power does not require line of sight
and has a range or an area of effect that is
normally measured from the model using it, these
are measured from the vehicle’s hull, as
explained in the Embarking section on page 66.

And to make sure I'm correct, I did check this up in the rulebook too, and it does say that if the embarked unit needs to measure something apart from shooting you measure it from the cehicles hull.

Must have missed that, I'm stil getting used to the new book, I know, sad. Anyway, the ork list is currently 12-3 I've been trying to improve the quality of opponents, and suffered a complete and utter rout at the hands of a tournament-built Black-Templar list. Worst rolls of the army's history, as I faced down thirty lightning-claw terminators all with preferred enemy. Painful. A vindicator smoked my nob bikers in a pair of hyper-accurate shots, and my boys were cut down with intense bolter-fire that refused to miss or fail to wound. Rematch is tomorrow, Hopefully I can do a little better. Pray to the dice gods for me.

Fun builds? Bellygun and Deff Arsenal of course! DAKKA STOMPA! And those look pretty nice~ But the kannon doesn't look like it can only shoot 24"... DED PROPPA! It's really tempting to get that killkannon... -drools- -edit- No wonder it looked too big, it's not a killkannon... The sad thing is most of this stuff won't be released until next year. crying I'm still waiting for that Ork Flakka-trakk to be released. They showed off the finished model last November damn it!

Hello, I don't play these silly games I just read some silly books every now and then. I also laugh at the silly models they have. I wish I had a silly hat like one of these guys. Not the middle one tho, his hat is naff.

haha. I take it that those are Kaptin Badrukk's Ammo Runtz? Good stuff, great models. I kinda want to make an Orky looking pirate hat similar to the leftmost grot in that picture.
