Description: XD; Where do I start? Colour-wise, just copy the refs. Edit-wise, the only extras that should be added (if at all possible) are his small back spikes going all the way down his back/tail, and possibly some extra fins in places. On the ref, it seems like it's mostly the salmon pink fins that would need adding to the Soq, as the other fins I think are just about right on the lines already.
His face should be edited so that he's looking thoughtful, but not smiling. He also has a spiffy beard going on, and a pretty crown. If his head fins could be made bigger like on the ref that would be great. If not it's fine.
The only thing that I don't want following from the ref is his icky brown legs. I'd rather you just do his legs in his body colour, with his grey tummy colour on the insides.

Description: His coat colour is really strange. XD; It's like a purplish-greyish-black...or something. Look at the refs and you'll see what I mean. I'd like his hooves to be done in a slightly darker shade of his coat colour. His eyes should be pure white.
I'd like his wings to look as if they're on fire, if that's possible. If not, then it's fine to just do the feathers in orange/red for a fire effect (Ref 2 shows this the best). I've just realised that none the refs show his tail. His tail should just be done in the same orangey-brown colour of his weird little mane (see refs).

He should have a determined/strong-willed look on his face (see refs). o3o; His mane almost looks like small spikey feathers in the refs, so just follow them as best you can. His tail should be done like his mane, and not be too long.
If possible, I would like his wings to be arched upwards, and be edited to be longer so that they curl down a bit (Ref 3 shows exactly what I want). So yeah, it's really just a case of following the refs.
Other: The background for the cert can just be some random dark sky with clouds, thunder and lightning in it. Underneath the cert it should say "God of War II Cosplay".

Mane and tail: Pink in color, flowing sort of wind blown. Should be long (the length of two lower level moderate examples you posted)
Body: White, with gold flecks, and some gold (maybe a pale pale icey blue or sea green) markings down her back Shoulder and forehead should have a similar tattoo to this Tattoo gold in color. The bottom of the tattoo should extend to her knee and her nose.
Around her front ankle (the one you can fully see the leg the same one with the tattoo) should have gold bangles a few you can see details, some with red stones in them, most of them just plain gold nothing fancy.
In her mouth she should be holding a gold lantern with pink to orangish stained glass a little bit smaller than her head in size (nothing huge). Coming out of the lantern should be sand in an orange to gold color and sort of flowing around it (like a ghost or smokey haze). One pink butterfly and one purple butterfly should be fluttering around it as well.
Eyes: Maybe an orange color or a pale pale icey blue or maybe seagreen not sure >< sorry what looks best <3

He's a flutter with the unicorn horn and cloven hooves, with mod-heavy edits (depending on how difficult the details are, I will pay for either). Regular lines, with optional draft leg feathers (if that's possible?). For all of the below, feel free to take some liberties and tweak things a bit. ^_~ This is not an OC, just a pretty flower/plant inspired design.
Body: pale blue/powder blue, with white shading on his ankles/lower legs. Also a tiny purple flower on his nose and some wispy green vine patterns around his eyes (or somewhere on his face)

Mane/tail: is long (upper leg to knee length, or longer), mild-moderately wavy, and somewhat tousled/windblown. The mane has some sort of bangs/fringe, so that most of his eyebrows are covered, and some pieces of the mane are coming over the neck on his visible side.
Plant Matter: He has purple flowers with some attached greenery (vines and/or leaves) in his mane and tail. Also, he has vines (possibly with leaves, up to you) twisting up his back legs, with vines with a flower on them "bracelets" on his front legs. Can be elsewhere on him too, colorist's choice here.
Necklace: a small, delicate vine-like silver necklace with either flowers or colored jewels; see reference.

Description (eye color/hair color/hair style etc): A bald white face with some faint pinking around the muzzle and a blackish ‘beauty’ mark near the mouth, blue roan coloring starting behind/around the eyes over the ears and down the whole neck (mane included except for some white ). The dark color I’d like to see get lighter as it hits the shoulder into a lovely blue roan color over the body and then darken down the legs ending in white stockings. There’s a sketchy white patch on her shoulder, and a large patch half way down her side and partially over her hip. References for how the white patches look and how the color darken/lightens. Light blue eyes “wall eyes”. Mane and tail are that blue roan. Hooves should be a creamy white.

As for her tail, long full bodied tail with a couple braids threaded with ribbon (color your choice) ending with a couple silver bells OR a fully braided long tail with ribbon in bells (your choice which). I would also like the draft (roman horse) lines and extra feathering around the hooves that’s flowy and long. Bands around her legs right above where the feathering starts with a pair of silver bells. The color of the bands are your choice.
