The shots slammed into the Russian's chest just as he pulled the trigger, and a short burst of automatic fire tore up the chute - just above Devin's foot, so close it was unhealthy.
Unfortunately, now the one who was wrestling with Jack pulled Jack's pistol hand to point at Devin. "Drop!" he demanded loudly with an equally thick Russian accent.
The other Russian was getting up, slowly - he was wearing Kevlar, apparently. He was cursing in a low voice in Russian.

Gunfire. Paul swore. "Okay, you three, down at once."
They went with it, but to their chagrin at the bottom they discovered at least twenty Russians. Most were equipped with full-sized AKs, but the one with the u was still apparently in charge. Now that the fighting was basically over, they could see the room was pretty broad and had a large, circular table, like a meeting table. Dim red lights, emergencies presumably, illuminated the room.
The three commandos slid down, realized the futility of resisting, and dropped the UMPs. That had been unfortunately easy. If they hadn't been sliding, maybe. But not on the move.
After a long silence Paul put himself low against the chute, not sliding but looking. He could see... figures. Too many to just be his men. He didn't enter, but disappeared instead back into the chamber.
The Russian who was apparently in charge swore. As a command in Russian he spoke, "Take these to the observation room, make sure they have no weapons. Store their weapons in the locker room somewhere. You two, you're with me, we're going up to get that last one."
((Paul cheats.))
They were led out of the room and back into hallways for a long moment. Then up stairs. Two flights, three flights - three flights was all. At the top they were ushered into a room. It was surrounded by tinted glass and looked down on - oh, what do you know, the warehouse like place. It was the observation room they'd seen earlier. There were several other people, mostly in uniform, but one wearing a suit-coat. That was disturbingly... Bondish.
They could see the people below rushing about and doing something to all the vehicles and the walls. Many of the vehicles were being driven out.

"Well. We can remedy that," Suit-Coat said in perfect, perfect American English without any sort of accent. He stood up and extended a hand to Devin. "I am Josef Alexandrov. I am in charge down here. If you will wait... six more minutes, you will have the explanation, yes?"

Lito looked at Josef with raised eyebrow, but didn't say anything. He hid his relief that they hadn't checked him too thoroughly; he still had his hidden knife.

Six minutes passed. Most of the expensive vehicles were out of the floor below. The half-track, incidentally, was still there.
The people seated in the observation room spoke quickly to each other in Russian, then into phones, then to each other, then back to the phones. Alexandrov just watched it all.
Then, at 1309, they began counting down.
At 1310, the floor they were looking out at exploded. So did the ceiling. A rain of rubble collapsed in front of them until they were looking at at least the third story of a half-destroyed building. They could pick out a lot of corpses if they cared. Water mains were now broken, and they poured water into the room. Interestingly, the weight of the buildings was not shattering the glass.
"It is like this for a good twenty blocks," Alexandrov told them, satisfied. "I think we have accomplished something great here, yes?"

Alexandrov turned to face them. "Why is this a good thing? Why, think of the impact this will have. This will leave America staggering. I should have killed a great many people. They will attribute it to who they will attribute it, but it will be Russia who benefits, when the military is all gone away. Meanwhile, we make our escape out to sea with the underground stream. Of course, we cannot leave you here to tell what happened. So we will take you with us. Come now." He stood up. "Mother Russia awaits us and our victory."
There were still a lot of corpses outside their window.
No sign of Paul.

Devin looked at Alexandrov. "But... what? Why would Russia benefit? Its economic prosperity is still largely linked to the value of the dollar.... fading though it may be."

"Oh ho, you don't understand. I will make a bad decision and explain a little on the way. Let us go." They began marching back the way they had come.
"We do not intend to destroy America. No, that would be foolish. Instead we will send both them and other nations to war, nations that will purchase weapons from them. They will send their troops away and grow a thriving economy. That is when the Spetznaz will launch us again to take the White House and usurp control. If there is resistance, we will repeat this here in New York City many times over. They will not wish this; we will claim America, and we will become prosperous from its labor. We can start anew, not with the peasants who are still afraid in Russia. No, our citizens will be shown how Russia can be great for them. Our new... American citizens."
That was fast for getting an explanation.

"And... the citizens will follow you why, exactly? If there's one thing that shouldn't be underestimated, it's the public hysteria and hate that an attack generates," Devin pointed out, remembering the systematized post-9/11 persecution of Middle-Easterners and anyone who looked remotely like one.
