It worked fairly well, when I did it for her birthday. That wasn't as much posts as this is, but it shows it's possible. For inactive members, try sticking to ones that have been active before. When Hollow and I sent messages to everyone when we made it to 20k, only a couple inactive members posted and it was just a couple posts and they left again.
