and I remember how I balanced his powers too. I believe it was he didn't master any specific but took the basics and made combination attacks.

ya you can reuse an old one or make a completely new one
Ya Shia was OD powerful with ALOT of different jutsus and kekaigenkai but she never showed and the main reason I gave that stuff is because she is a teacher/trainer/kage She always seems calm and overworked and never releases her full strengths unless absolutelty necessary(so in other words never) I even made her jinchuurki which is the reason why she is with the hyuuga clan but i explain the rest of her story later

Scerin's supposed to be a Junchuurki of a synthesized 9-tailed Bijuu. A Bijuu that had been created by man. It's an Ice Demon, though. And he's from the clan that sprouts bone's from it's body. He's powerful, yes, since he's supposed to be as powerful as a Kage anyway. He's got many jutsu, some that he created himself. But, like Shia, doesn't use it. He usually spends his time pestering Taelos.
You all should know Taelos's past. It remains the same.

Well we can not have everyone be Kage powerful but just decide not to use it...what fun would that be?
