The only thought I've ever had towards that nature is a 1:1 ratio. It only ever says that shinigami and to some extent, ryoka (or normal souls, however you like) live extended lives. That's all it mentions though, but I imagine that based off of that statement, I'd say the comparison is indeed a 1:1.

Which is why I need to go through and place somewhere that all Shinigami need realistic numbers. No E-rank is going to have been around for a couple hundred years >.>

Perhaps give them some guidelines as to generally how long it takes to become "powerful", years wise. Iono, some kind of age range so that people don't go the other way around, and say...make a captain that's too young, or something like that.

Well, I mean, I know there's no literal time difference between the Human Realm and the other two. I was more so referring to their difference in aging, meaning their general appearance based on age.
For instance, someone that appears to be 60 years old could very well be over 2,000 years old if they're a shinigami, hollow, or bount.
So essentially, while a human year is the same as a soul year, there's a huge difference in their aging process. Granted, we've never seen a vast change in time, so we don't really know if they do age, although I'm sure they do. Plus, it'd be distorted because when being "Born" in Soul Society, you don't necessarily look like a newborn. I believe they say you appear the same as when you were in your prime, although I may just be taking from YYH. xD
Anyways, there's my daily rant... >.>
Oh, and Lan, that is very well possible. They could have lived in Rukongai for thousands of years without being noticed by the Gotei. Upon finally being noticed (perhaps finally unleashing their reiatsu or something), they could then be inducted into the Academy, and thus be E-Ranked.
Overall, I don't think it matters, unless you're going to add something to do with Experience (or if someone rants about them deserving the win because their character is more experienced).

Oh, you mean physical age appearance in comparison to actual age. Based loosely off of a few examples in the anime/manga, it appears to be a 1:10 ratio (respectively), but that doesn't hold true, particularly when you hit the "elderly" spectrum like Yamamoto, who if memory serves from a book I read, his age is put at 4680 or something close to that, and yet he looks somewhere close to 100. Who knows. question

I don't believe Physical appearances are directly determined by age in the guild. However, it is supposed to be that a huge virus wiped out almost every single shinigami not too long ago. All except like 4 of the strongest. So it wouldn't make sense to have someone who has been around for 20+ years because they would have been killed by the virus.

Unless you are Autoranked, or are human, pretty much. There will be rare exceptions, however. If you have a damn good bio that supports your age, than sure. Such as my character, who was, at the time, spelunking near the center of the earth for diamonds (for his latest lover >.>) and thus wasn't even aware of the virus until he came back out.
