Because she isn't you, Never. Different people get distressed over different things. I, myself, am quite paranoid and carry a cane around my house when I'm alone in case something jumps out at me. Anyway, back on topic.
The old "I think I like my best friend as more than a friend" dilema...honestly, I think you should ask the guy out on a date as friends. If there are sparks, you can pursue a relationship. If not, stay friends. It actually won't be as awkward as you might think. ^_^

It's actually best to start in the summer, since you'll have a lot of time to spend with him to see if there's any sort of romantic attraction. ^_^

-pats yoshi on the back- Relaaaaax. ^_^ The easiest way to ask him out the first time would be to just find a movie you both wanna see and see if he wants to go with you. ^_^ If you decide you like him as more than a friend, you could as him to something more romantic. He more than likely has feelings for you as well. I'm sure you'll do great. ^w^
