Do shinigami have some kind of way to start the alarm or talk to some other squad so they can start the alarm?

Hell Butterflies or that Kido spell can be used. Or, if your character's more tech savy, they may have radios or the like. Or, you can stick to good old flares by shooting a burst of Reiryoku in the air. Up to you to be creative. ;D
Noire will not be leaving Soul Society until he gets to Jack and hits it.

What is Noire? Does he even belong in the Soul Society. If not how does he know about Jack?
