This technique will be put in some way or another on the Senju bloodline once bloodlines are done. I was told that this was discussed with you. Since it was determined that this should be a technique for the clan and not for an individual person, this technique is denied.

Denied, as this would technically allow you an army of clones which share your chakra, which means that they wouldn't be limited like shadow clones or any other kind of clone. If your rpc recovered chakra while your clones fought for you, then they would be able to keep themselves going forever. Therefore, this technique breaks the chakra and stamina regeneration rule.

Character Name: Chloe Blueford Technique Name: [ Wood Release: Green Thumb ] Rank: A - S [Learned as A ranked] Type: Bloodline Element: Mokuton Description:The wood version of the petrication jutsu. Allows the user to flow petrifying chakra through any Mokuton created substance. Once infected this wood will not stop at the just the skin, taking over bones, muscles, and veins until everything has become wood. It will slowly force all movement to come to a halt until the target is completely petrified. Total petrification occurs over the length of [14] posts, with one limb becoming infected per post, and is followed by one post of the infected body part actually being petrified/locked up, and death on the fourteenth post. This process may be reversed through any Eiseijutsu that can heal/remove infection. Alternatively, if chakra is supplied to the target from the user themselves then the enemy will remain alive and in their immobile state for as long as contact is held. The petrification process may not be sped up by attacking uninfected areas with the same technique. Guild Description:See official description. A-ranked is required for sending petrification chakra through normal physical contact. S-ranked is required for sending it through any any Mokuton created substance. A few of things to be aware of while using this technique. First off as the wood overtakes the body, the target will follow all the normal properties that trees and wood does. Secondly, in terms of this jutsu a limb is defined as one of the six basic extremities. (i.e. Torso, Abdomen, Head, Arms, and legs.) Thirdly, while this jutsu does turn the target into wood. Movement is still possibly for a single post while the infection is spreading throughout the targeted limb. Finally, for the purposes of this jutsu connections are defined as follows.

Character: Masato Umechika Technique Name: Kami-o-ken [ God Fist ] Rank: A Type: Taijutsu Element: Complex Description: Masato holds a deep seated horse stance, drawing energy from his entire body. As he holds this horse stance, his physical potential is amplified by his concentration during this focused stance. This stance is held in order to complete the transformation. Only one activation of this technique may be used per post, each activation enduring for three posts. Activating another activation of this technique renews the count and applies its effect to the active effect(s). This technique may not be stacked more than a total of six times. Once the user has activated the Kami-o-ken. The technique gives the user a slight boost in speed, strength and reflex for each time it is applied. During the Kami-o-Ken transformation, the user's physical strikes do not damage the surface of whatever they impact. Instead, the damage occurs in the center of the mass they strike.

Pending. So the first post you use it you have to blow all of your activations just charging the attack. That places the bonuses applied first post by a moderate amount in three stats. Then you're saying that as a counter cost, your character can only perform one activation per post? I'm kind of confused with your wording in the middle. How I would like to see this is something similar to Necro's custom which will be in the spoilers below.
Character:Tōsokurui Ashi Hojo Technique Name:Ikawarutsu イカワルツ (Squid Waltz/ Literal:Following Waltz) Rank: C {For Initial Startup}: Complex Description: The skill consumes a taijutsu slot. This technique utilizes Endai Ika in an unconventional way in order to produce misdirection and a subsequent devastating blow by combining both hard and soft physical formless styles. The user extends, grabs a stationary object, and retracts their arms around a vicinity flinging themselves around the area not unlike a rubber band. This process when repeated and completed in quick succession increases overall momentum.The technique increases in power per rank per post of build up. Slightly, mildly, moderately, heavily, and greatly increases occur after capping at the the users maximum skill rank for their current rank(genin caps at B etc but never exceeding.). Damage and Speed at the beginning of the skill is equivalent to rank D skill Dynamic Entry. It takes one post of uninterrupted rubber banding to increase the skills rank and a stamina sustain cost of 10 per post. After Rank B the sustain cost increases to 20 at Rank A, and 30 at Rank S. This skill can be used supplementary for rapid travel in dense areas with many stationary objects. I.e(Forest, City, Arena) It's useless otherwise in barren areas. (Desert, Meadow, Open Ocean.) The skill resets back to Rank D after a strike but can still continue assuming the user has the limbs to do so i.e more limbs or one free hand. Ikawaratsu has a three post cool down before being used again after a strike.
So basically he makes it a charge per post which increases the stats. That's how I honestly saw this working in my head, despite the fact that we discussed the technique previously. I am willing to let you cap at body rank versus title rank, as Necro has in his technique. This technique has to follow some sort of similar mechanic, however.

Pending: Work with me! Your clone technique doesn't have a duration. To allow the duration to be the length of the clone bypasses the standard allowances of duration. This is a C-ranked technique, which usually means that it can only last for six post. Also I'm making this so that when you use this technique, you can only use it with one clone. That makes it more on balance with the new tamer class, since it gives you two places to launch your attacks out of while using your chakra supply.

I am going to deny this technique. I apologize, but I truly do not know how I allowed a technique to give a moderate boost to all stats. Especially since I can't imagine why I would say A-ranked is too low. I'm sorry for any inconvenience this causes.
Character: Ayame Araki [Raigyo Clan] Technique Name: Enchanting Aura Rank: D / B Type: Ninjutsu / Korabo Element: Bloodline Description:In addition to the Pheromones and Scents of the Raigyo Clan, Ayame's chakra nature is intoxicating to others even without a medium. When manifesting chakra, the aura can be used as a catalyst for Raigyo Emotives that would otherwise require a medium of flowers. Reaching out toward twenty five feet [or fifty feet with B-Rank] with chakra released from her body, she can combine its effects with the Emotive abilities of her bloodline. This aura of chakra only has to touch her intended targets through its constant release for the emotive to take hold and achieve its effect like normal. Emotives can only be combined with the aura with one rank-step of the Enchanting Aura used. Must repay the full cost of the targeted technique to affect it and must have adequate training in Korabo Ninjutsu (ie - B-Rank Korabo Ninjutsu training required to use Crystal Bonds on a B-rank Shoton creation). Cannot increase the reinforced technique's durability more than one rank higher than it would normally be. Using Crystal Bonds to reinforce another Shoton creation takes up its own activation. Can only reapply this effect to a previously affected technique if for repairing purposes, not for extra reinforcement; however, the user may pay the difference in cost between the value in ranks bolster the creation to the next level.
