I don't know if this would work for the rp, but this is my idea for Match.
His name is Casper Clarkson and he's half Lakota Sioux. He was born with albinism and the Sioux think of him as a ghost. He split his childhood between the Sioux and the whites, but he was encouraged to leave the Sioux and stay with the whites after the Sioux were forced onto the reservations. He became well-known and eventually became a deputy, and the Sioux still revere him and ascribe supernatural power to him. A lot of tall tales surrounded him for a while in the local area until one day his entire town was massacred with him as the only survivor. He took the sheriff's badge and started his own investigation, which eventually led him to Gotham. The stories of him surviving the massacre spread, so everywhere he's been he's literally considered a ghost and a bad omen.
It sounds pretty neat, but I don't know if it'd fit and it's a little out there besides. After reading a bit more, it looks like there's a lot less focus on tall tales and legends in it than I thought.
