My banners aren't that amazing. sweatdrop
All I use is paint. Paste a picture, make it smaller, add a border and words. >>
I wish I could make cool ones on photoshop. D: Then the NaruSaku army would be totally pwnage!

Besides paint, i have PhotoImpact-which is so complicated to me.(well it not that complicated but it not simple enough for me to figure out how to make a banner in it xD) I'm going to try out photoshop though. I agree, some banners that is made in there is so cool. Edit: How large should a decent banner be. ( ???X???)

and I finally get one thing coming.
Notice in my sig. I finally learned how to cut out pictures and paste them somewhere esle.
But now the program is gone =(
