No, not exactly. It's not like a 'I must fight you to the death to be the next Senator of the Blaisedell District!" It's more of a...cultural thing...I dunno, when I try to describe my culture to offworlders I get a lot of weird looks.
But the guy who has the skill and the proficiency to come up with a plan to win when it's, you know, his a** on the line, the voters look favorably on that.
