empty is cause of the chunnin exams?

No Ame is just plainly empty for lack of Activity ,and were having the Chunnn Exams there because thats the only neutral village thats not controlled by a master ,and partly because were having the Chunnin Exams there.
Anyway I suggest you start out as Gennin if you want to make the Chunnin exams in time.
