If Luna killed somebody, she would probably leave the body somewhere and send a note to Shibusen saying the person was killed by 'a witch' and lead them to the body. She knows people have family and stuff, so she doesn't want them to sit wondering if that person will ever come back.
And I'm sure that, depending on the circumstances, Luna would either turn herself in to Shibusen, become fully good (ex. against Anemone) or become fully evil. Or maybe something else, I'd need more info to come up with a specific outcome...

Nah, she'd be more likely to admit what she's done and accept one of three things:
1. All witches, including herself, kill and are evil and must be destroyed
2. All witches kill and are evil, so she must conform to the ways of the other evil witches to truly be a witch.
or
3. She is a horrible person and needs to repent for her sin
I'm thinking 3 is the most Luna-like choice.
