Sasuke has a flashback about a girl he rescued who was the daughter of a feudal lord. Naruto promises once again that he will get Sasuke back to the village somehow.

Naruto, Sakura, and Sasuke were informed that Danzo was the new Hokage, but what Sasuke doesn't know is that Danzo wants him dead. Naruto and Sakura are trying to prevent Sasuke from being killed, though its tradition that if a ninja goes rogue like Sasuke did, the rules state that the rogue ninja should be killed.

Episode 198 - Shippuden
Naruto gets pummeled by Yarui who wants to get vengeance for her master Killer Bee. Then, after being stopped by her mentor, she, a cloud ninja male, and the mentor went to make their report on Sasuke. Naruto then tells Kakashi what the 4th Hokage said to him when trying to stop the nine tails from running amok again. This convinces Kakashi that Naruto will be fine when going to see the Raikage at the summit to ask him to forgive Sasuke. Apparently, Madara Uchiha, a rogue ninja, a true bad a**, is behind the akatsuki and the nine tails attack 16 years ago.

The 5 Kage are on their way to the summit and Kakashi, Naruto and Yamato have followed team Samui and are now faced with the Raikage.

Episode 200 - Shippuden
The summit starts and tensions are high. There are a lot of pointing fingers when the neutral party in the summit suggests an allied shinobi force consisting of all 5 lands until the Akatsuki are disposed of. Then he suggests that Danzo be leader of this allied force, but there is once again tension due to this idea.

Episode 201 Shippuden
Shikamaru decides on behalf of the leaf village and to prevent war is to deal with Sasuke. Sakura volunteers to talk to Naruto on Shikamaru's behalf as she feels that she has caused Naruto the most pain. Meanwhile at the Kage summit, one of the Mist ninja accompanying the Mizukage detects that Danzo had been influencing the neutral party in secret. Just before a fight broke out, Zetsu appeared and declared that Sasuke was there listening in. The Raikage demanded that Zetsu tell him where Sasuke is hiding, thus proving that he was inadequate to being the allied forces leader.

The fight continues, but is interrupted by Gaara who requests Sasuke to change his ways before its too late. Sasuke refused and although attacked again, he proves to be too powerful for everyone else currently attacking to handle.

Episode 204 - Shippuden
The fight comes to an end when Madara warps Sasuke out of danger just before he was about to be particle style destroyed. Madara then declares he has something to say at this summit.
