Question, can I have a character from a village even if it's not currently among those listed. Not aiming that there be kage for it or anything like that. I am more or less making a chuunin, that is more or less gathering intelligence on the anti chakra and on how other villages are handling it. Location, Land of Keys, a.k.a, Hidden Lock Village.

the location and orientation of konoha's gates are vague and confusing so I just made the setting of my intro post equally vague and confusing lol I just assume there's some funny forest either inside or outside of konoha controlled territory. Not sure if its public or not, guess it wont matter much though.. for now.

No. If you want a Suna character, wait for it to open, though it may be a while. Otherwise, join one of the villages. guild needs something for people who are simply stationed in weird spots. Active ninja of level chunin and higher. You'd think there would be since it is the middle of a massive corruption issue.

Konoha specifically I think will need a map. I wonder if I could make one
