No, but those are both good guesses.
Clues!
-This character doesn't necessarily HAVE to ride a horse
-This character has the capacity to use swords, regardless of whether they're on a horse or not.

Felgus is the next logical guess, if you count his half siblings.
I would say Delmud (as at least Nanna is his legit sister), but he can't dismount in FE4 (not like you'd want him to, yes, I'm hating on you again, dismount system of FE3 and 5. mad )

Sorry, Roy neither rides a horse nor has a sibling. Not Delmud either, but that's close.
Seems I went too far with this one (I'll make up for it with lots of clues). But I wanted to test out JP characters.
Tons of clues to give it:
This character is not playable, but their sibling is
This character is a boss
While this CAN use swords, they're more likely to use a different sort of weapon
This character can use a weapon exclusive only to them and their sibling

I'm not expecting this one to last long at all for those who have the slightest bit of Japanese FE's, we'll start with he's a red headed male who inherited one of his parent's adept skills (and quite surpassed them at that).
