What they do is up to them. If they want to read, fine, nobody's going to stop them. At least they'll have a good knowledge on what is going on instead of skimming.
If people want to skim, that's up o them too. Asking everyone to skim is like asking them to change their habits on how they do.
Leave them be, Sue.
Edit: Unless your talking about the people who don't read at all then thats' a whole different story from what I just typed
