why do you think he is lieutenant and not captain?
Besides the fact that it was yours before, and you only swapped...
And anyways, he is built around supporting others to make battle much dangerous. Redirect everything the enemy has to him so that way his allies may annihilate them.

...I'm not sure we could approve redirecting the attacks of others, especially if they're "Target All" type powers... though you can always jump out in front of attacks, I suppose...
