Hinote Tosatsu No, I'm pretty sure only sannin have free travel rights. Everyone else needs an order from the kage. And you still need papers to get in or out. >.> Why must our gate be the one that everyone messes with? Wrong. Chuunin+ can leave the village whenever they need to. And for a general announcement, Due to the fact that the last 5 or so profiles have been for leaf in the past 3 days, leaf is closed again.

little mintchan AS and genin:need permission AND a chuunin+ to go out of village chuunin+: don't need permission or higher rank but if are with swuad you must take if they agree sannin and kage: can do whatever the hell they want! Well Kages can't really do whatever the hell they want, they have responsibilities after all, but chuunin can technically leave the village whenever they choose, though it would probably be a good idea to inform the Kage, and it's absolutely necessary to fill out the form for leaving the village when doing so (I think that the rock gate has one, if not I'll have to get beatriz to change that)
