Missing nin Itachi is it just me or are the guys in the black cloaks in Blood + just a big rip off of Orginazation XIII. Shouldn't be considering the show is based on the anime movie "Blood: The Last Vampire" which came out in 2000.

Those guys are the Shiff(sp?).
They're like an older prototype human-made vampire group that functions as a weapon, however they're doomed to die eventually from what they call " the thorn. "
SPOILER WARNING!
They hunt Saya thinking that her blood will cure them. It won't. As you find out, Saya and Diva's blood don't mix and are lethal to the other. It turns out that it's Diva's blood they need, because when Kai starts to show feelings for Irene, he gets Saya to give her some of her blood because she's close to death from the thorn. Saya's blood only hastens it and Irene dies, convincing the others that it's Diva they must hunt.
