For my starting weapons do I need to fill out a custom weapon form if it has no special abilities?

If there just plain weapons, or weapons that aren't plain, but just have designs on them, they don't have to be approved.

If I class has a speed of 2 but then the speed is is reduced by 2 due to an ability or bloodline, does it go down to 0 or is 1 the lowest speed value possible?

I'm pretty sure they don't drop past 1, that'd be retarded. If you had 0 speed you wouldn't be able to move, same with 0 strength.

When I got the Dragonic Bloodline for Azrael, Fenrir informed me that his speed would drop to .5, the lowest allowed in RP. Or do I change that back to 1?

Well if Fenrir says you've got .5 speed then you've got .5 speed. But I don't think anyone should have 0 speed or strength.

Fenrir was the one to tell me it was 0 in my case.

Perhaps it's a case of 0 speed means immobile so 0.5 is required but 0 strength means you can hold a bowel of salad or a weapon at most. Which isn't as crippling as immobile?
