Chuunin or not, you don't walk out of the village without a word to those in charge. You need orders to leave.

No, I'm pretty sure only sannin have free travel rights. Everyone else needs an order from the kage. And you still need papers to get in or out. >.> Why must our gate be the one that everyone messes with?

AS and genin:need permission AND a chuunin+ to go out of village
chuunin+: don't need permission or higher rank but if are with swuad you must take if they agree
sannin and kage: can do whatever the hell they want!

I think it's more along the lines of anyone other than sannin+ need permission and chuunin+ to leave. Of course, if Iwa is anything to go by, nobody cares about that.
