Well the death of Captain America, or at least Steve Rogers is only tangentially related to Civil War as he was murdered while in custody by an operative of the Red Skull. It's a common mistake to conflate the two, as the historical record is a bit... tainted.
What we do know for certain is that Stark employed some controversial strategies in executing the "war" and enforcing the SHRA that essentially caused an upheval in the superhero community.

Stressed...and miserable...and embarrassed. I wanted this whole tournament to do well...I'm tired of being viewed as a laughing stock. Then I screwed up again. *sighs*

..Controversial..? What do you mean Controversial? Like Murder or something..? That part is unclear, but we do know that he deployed dangerous supervillains into the field- under certain restrictions- to track down the violators of the SHRA, as well as setting up an extra-legal prison ship in what I'm guessing was some kind of pocket universe.

This is of course still rather fresh as far as the 21st century set goes, and it's been rather difficult for historians to really place his actions in the context of the rest of his life's work. Why the interest in Stark anyway?

MY records are rather incomplete especially about earth 616. I might ask Brainy to donate those files to me some day.. but I'll wait until this Cyberdome craziness is over..

Personal Curiosity. I needed to understand why he said he wasn't 'popular' these days.. And last night Daredevil, said something about him being 'Judas'. That struck a cord with me as well. You coming in here and talking about 'Unstable geniuses' just reminded me further that I know nothing about Tony Stark.

Well Murdock is certainly not the foremost authority on superhero ethics, but I could see where he's coming from on that one. I'd be as careful around Stark as I'd be around a certain Coluan. *Inclines his head appropriately.* Superheroing is a messy business.
