lol last plot he took both sides kinda, swiped a powerful artifact that the Tengu wanted, gave it to someone he expected to turn on them. If he didn't turn on them and the Tengu won- he would look good. If he turned on them like he expected (like he did), the Otokage just claimed to be giving info to the non-tengu forces. rofl
No one likes him, but he TECHNICALLY hasn't done anything against the treaty that anyone can prove.

Either way, you mess with the snake-man-kage-thing, you get ****ed over.
