Your friend can add technological advancement if he wants. There has never been a rule against such things, however it must be kept within reason.

Okay. I was under the impression that at least 150+ years had gone by so he had some very eccentric ideas, which i had to put on hold until i figured out the exact time frame xD

Actually NFS starts 10 years after the cannon, the rest ele is correct.

No worries though, the tech was already pretty high in the show, especially when you take the movies into consideration.
They had ninja trains, for god 'sakes.

To some extent; Naruto is Modernized to how we live now,
they have telecom communication devices, Train systems, Television, Radio, aircraft type technology...
In all I'd say Naruto all on it's own is High Tech status + Ninja type combat.

HELP ME OUT HERE! Ninjutsu Construction Page...
That right there is a LINK to the Ninjutsu Construction Page, It would be nice if every person did at least 2 letters of the Alphabet and formed it into NFS empty technique status.
This not only Helps ME but it ALSO helps you! in the long run. post which 2 letters you're doing before you fill them out completely so that people know what to work on and what not to work on.

About 3/4 of the techniques are pending approval so if you wish to add more feel free to do so. However some of them, like the Pain Techniques might not make it to the technique thread.

I was going to say that some of the techniques should be allowed; however, at the moment I see how and why each technique is aligned to pain's Rinnegan

Aizen, I will go through and add the letter post for you tonight, keep up the good work with those skills. As far as Pains skills, they WILL be used in some way, however due to the nature of the skills they will require a whole new mechanic. Right now I would say that it is still worth converting them to the NFS skill format, just know that it might be awhile before they are actually implemented.
